When our forefathers wrote the constitution, they realized how despotic a ruler could become with the power to tax.  It was for this reason that they specifically forbade the federal government from levying a direct tax on the population.

The bureaucrats in Washington wanted more power than the Constitution granted them, but there were several obstacles to overcome. The most formidable were the state legislatures.  In the early history of the U.S., the states regarded their rights as sacred and jealously guarded them from encroachment by the federal government.

This prompted a campaign by the feds to undermine the rights of the states, using such excuses as standardization, uniformity and various other catchphrases in laws designed to chip away the rights granted to the states by the constitution.

It took about one hundred years to dumb down the population to the point where they would accept the income tax.  Once it was ratified the Feds embarked on a spending spree that would put a whole boatload of drunken sailors to shame.
